There are specific requirements that have to be met before it is possible to achieve a proactive mode of Safety Management:

1. Reporting must be confidential 

2. Small -apparently negligible- observations shall be collected

3. The analysis must be automated to illustrate analysed observations in graphs and tables in real-time
